Doctor Grzegorz Skrobotowicz points out that the main legal act that concerns the right to care, access or custody of children is the Childcare Act of 2004. It came into force on 1 July 2005 and reformed and replaced the Guardianship Act 1968 and the 1991 Guardianship Act of the same name. Its purpose was to promote children’s best interests and well-being. It implemented the Hague Convention on the Civil Aspects of International Child Abduction. It made it possible to enforce judgments in an international environment.
